I. Qualification Requirements for Bidders:

Bidder Qualification Requirements

1. The bidder shall meet the requirements set forth in Article 22 of the Government Procurement Law of the People’s Republic of China.

(1) Possess the capacity to independently assume civil liability (provide the legal person’s business license or a unified three-in-one certificate, etc.);

(2) Possess good commercial reputation and a sound financial accounting system (financial statements for 2018 or a credit certificate issued by the bank where the primary account is held);

(3) Possession of the equipment and specialized technical capabilities necessary to perform the contract (provide a letter of commitment attesting to the availability of such equipment and technical expertise, or submit relevant supporting documentation);

(4) A good record of lawful payment of taxes and social security contributions (provide relevant documentation demonstrating lawful payment of taxes and social security contributions for any month in 2019; if exempt from tax or not required to pay social security contributions, please submit corresponding supporting documents).

(5) Within the three years prior to participating in government procurement activities, the entity has no record of significant violations in its business operations (provide a written statement);

(6) Other conditions prescribed by laws and administrative regulations.

2. The bidder shall have no record of significant violations in its business operations, and shall not be subject to any of the following: an order to suspend business, revocation of its business license, seizure, freezing, or takeover of its assets, or a declaration of bankruptcy. Furthermore, there shall be no other circumstances that could affect its eligibility to submit a bid. The bidder must verify this on the “Credit China” website.

3. Suppliers whose legal representatives are the same, or which have a direct controlling or management relationship with one another, shall not participate in government procurement activities under the same contract (a written declaration must be provided).

4. This project does not accept consortium bids.

5. Our company will only accept bids from suppliers who have purchased this tender document. Note:

1. Bidders’ representatives are requested to bring photocopies of the following supporting documents, duly stamped with the official seal, when purchasing the tender documents:

(1) The person handling the purchase of the tender documents must provide:

(a) If the authorized representative is the legal representative, they must provide a certificate of legal representation and a photocopy of the legal representative’s identity card.

(b) If the applicant is an authorized representative, they must submit a power of attorney issued by the legal representative and a photocopy of the authorized representative’s identity card.

(2) A valid business license for corporate legal persons (or a registration certificate for institutional legal persons), or, for other organizations, a business license, an organization code certificate, and a tax registration certificate (or a unified certificate combining the three).

VI. Other Supplementary Matters

Bidders must submit a single, comprehensive bid for all goods and services under each package in this project; any bid covering only a portion of a single package shall be deemed invalid. Bidders may submit bids for both package groups simultaneously or for only one; bidders are permitted to win contracts in both package groups.
