Procurement Requirements

I. Project Overview

1. Venue Overview. The China Animation Museum (hereinafter referred to as “the Museum”) is the nation’s first state‑level animation‑themed museum, approved for construction by the National Radio and Television Administration and the Chinese Animation Society. It integrates exhibition, collection, education, interactive experiences, and academic research, with the aim of becoming the largest, most comprehensive, and most authoritative modern animation museum in China—pioneering domestically and world‑class internationally.

2. Geographical Location: The China Animation Museum is situated at No. 375, Baima Lake Road, Changhe Subdistrict, Binjiang District, Hangzhou, on an island to the east of the Animation Plaza in the Baima Lake Eco‑Creative City. The site covers a planned area of 2.77 hectares, with a total building floor area of approximately 30,167 square meters.

II. Scope of Services

1. Interpretation Services

(1) Responsible for providing guided tours throughout all exhibition areas of the museum.

(2) Participate in the drafting, revision, and layout of interpretive scripts.

(3) Assist the competent authorities in organizing public science education activities.

(4) Other tasks related to the interpretation service.

2. Venue Services

(1) Responsible for handling telephone inquiries at all information desks throughout the museum, providing service consultations, managing lost-and-found services, broadcasting missing-person notices, and offering other convenient public services.

(3) Responsible for recording, organizing, and providing feedback on visitor reception information.

(2) Responsible for tasks such as locating, lending, and organizing books in the anime library.

(3) Responsible for providing guidance on the use and operation of various multimedia and interactive exhibits and facilities in the exhibition area, as well as maintaining order.

(4) Responsible for theater patrols and inspections, access control at entrances and exits, audience guidance, and maintaining order.

(5) Responsible for the daily operation and maintenance of theater facilities and equipment, as well as cleaning and sanitation; assists in ensuring the smooth execution of theatrical performances, film screenings, and conference services.

(6) Responsible for coordinating with theater and exhibition‑area facility‑and‑equipment maintenance providers, promptly addressing all software and hardware malfunctions, and ensuring the timely implementation of all maintenance and servicing schedules.

(7) Assist the safety management department in properly and appropriately handling all types of emergencies.

(8) Other tasks related to venue services.

3. Security Officer On-Duty Service

(1) In accordance with the relevant requirements for museum security personnel management, provide daytime supervision and inspection by security staff and nighttime on-duty services, fulfill all duties of a security officer, and maintain meticulous duty logs.

(2) Other tasks related to the security officer on-duty service.

III. General Requirements for Service Personnel

The China Animation Museum is the nation’s first state‑level museum dedicated to animation. It houses, displays, and showcases a wide array of scientific, interactive, and visually engaging exhibits related to animation technology. The museum also features ancillary facilities such as a merchandise shop, a cinema, a library, a café, and a restaurant. With stringent standards for professionalism, safety, and compliance, it strives to deliver visitor services that are expertly executed, highly efficient, meticulous, and thoroughly attentive.

(1) The procuring entity shall exercise centralized management over the outsourced service management body established by the successful supplier.

(2) The successful supplier shall, in accordance with the actual conditions of the Museum of Dynamic Sports, establish relevant rules and regulations governing the management, recruitment, training, and performance evaluation of professional technical service personnel. Prior to implementation, such measures shall be reported to the procuring entity and may be implemented only upon the procuring entity’s approval.

(3) The procuring entity shall have direct involvement and approval authority over the establishment of certain key positions, as well as personnel recruitment and management decisions. Where deemed necessary, the procuring entity may review the financial condition and financial statements of the successful supplier.

(4) In the event of special, emergency, or unforeseen incidents, the procuring entity shall have direct authority to command and direct the provision of specialized technical services.

(5) The professional technical service personnel provided by the successful supplier must be stationed permanently at the venue.

(6) The successful supplier shall ensure the uninterrupted, continuous, and professional delivery of services, and shall appropriately allocate and schedule personnel in terms of type and quantity to meet the purchaser’s requirements.

(7) The successful supplier shall conduct rigorous political reviews of all hired personnel to ensure that they have no criminal record.

(8) Employees of the successful supplier shall, in accordance with job requirements, wear uniform attire and conduct themselves in a professional manner, paying careful attention to their appearance and public image. For certain positions that require a specific public image, hiring criteria regarding physique, height, and other relevant factors shall apply.
