Procurement Requirements

 

I. Project Objectives: The existing facilities are insufficient to meet the needs of archive management and storage. To better preserve vehicle administration archives and ensure their integrity, it is necessary to address this issue.

II. Procurement Organization Type: Public tender

III. Project Overview:

1. Project Budget: RMB 2.625 million, covering all expenses associated with this project, including personnel salaries (including overtime pay, various social insurance contributions as stipulated by the Labor Contract Law, and allowances for food, accommodation, and transportation), administrative office expenses, public facility maintenance costs, venue rental fees, and applicable taxes.

2. Scope of Services: This project aims to provide a substantial facility for the centralized management and storage of approximately 11,529,941 motor vehicle records and driver records currently held by the Vehicle Administration Office. The facility will also be responsible for proper shelving and storage of these records, as well as handling inbound and outbound inventory transfers and related procedures.

4. Service Period: 18 months from the date of contract signing.

5. Service Location: The address provided in the tender documents.

6. Bidder Qualification Requirements:

(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People’s Republic of China;

(2) Not listed on the Credit China website (www.creditchina.gov.cn) as a discredited person subject to enforcement or a party involved in a major tax‑related violation case, and not included on the China Government Procurement Website (www.ccgp.gov.cn) in the record of serious violations and breaches of trust in government procurement.

(3) Qualification requirements for implementing government procurement policies: None.

(4) Specific qualification requirements for this project: None.

 

IV. Service Needs and Scope

1. The Vehicle Administration Office requires storage space for motor vehicle records and driver records, as well as administrative office space; these costs are included in the present quotation.

2. A designated parking area is provided to facilitate the parking of the purchaser’s vehicles, with the associated costs included in the bid price.

3. Site area: Not less than 6,000 square meters.

4. Service Location: The service location specified in the successful bidder’s tender document.

5. During the service period, the bidder shall bear all costs associated with the maintenance of public facilities, including routine repair and maintenance expenses, elevator maintenance and annual inspection fees, pump repair and maintenance costs, and fire‑monitoring equipment maintenance and annual inspection fees.

6. The bidder shall ensure the safe use of the leased premises and be responsible for inspecting the premises and all attached fixtures. Upon receiving a maintenance call from the purchaser, the bidder shall respond within 5 minutes, arrive on site within 1 hour, and complete the repair within 4 hours. If the purchaser or any third party suffers losses due to the bidder’s delay in carrying out the necessary repairs, the bidder shall be liable for compensation.

7. The bidder shall provide the purchaser with ten days’ written notice prior to undertaking any repairs to the premises and its appurtenant facilities, and the purchaser shall actively assist and cooperate. If damage to the premises occurs due to the bidder’s failure to timely fulfill its contractual obligations for repair and maintenance, resulting in property loss or personal injury to the purchaser, the bidder shall be liable for compensation.

8. In the event that the leased premises and its equipment are damaged due to force majeure, neither the bidder nor the purchaser shall bear any liability.

9. During the term of the service, if the bidder intends to assign or mortgage the premises, it shall notify the purchaser two months in advance. Under otherwise equal conditions, the purchaser shall have the right of first refusal.

10. Bidders must enter into a confidentiality agreement with the procuring entity, and all personnel involved in this project must separately sign a confidentiality agreement covering the security of project documents and data.
